Riley Gaines is calling on Texas lawmakers to pass universal school choice following a series of undercover investigations by Accuracy in Media that revealed public school administrators discussing ways to circumvent state law protecting girls’ sports.

The investigations, conducted across multiple Texas school districts, exposed officials explaining how students could exploit loopholes—such as altering birth certificates out of state—to bypass the “Save Women’s Sports Act,” which requires student-athletes to compete based on their biological sex.
Gaines, a former NCAA swimmer and vocal advocate for women’s sports, responded by urging the state to expand education freedom and give parents more control over where and how their children are educated.
Accuracy in Media’s footage has already prompted a state investigation by Texas Attorney General Ken Paxton into districts including Dallas and Irving ISDs. The investigations have drawn national attention and sparked renewed debate over public school transparency and accountability.
Gaines’s call adds pressure on the Texas legislature, where school choice remains a hotly contested issue. Supporters argue that universal school choice would allow families to escape ideologically driven school bureaucracies, while opponents, including teachers’ unions, warn of funding shortfalls for public schools.
